  Mélinon, Eugène M.; France (Ambréville, 7
  Mar 1818-1879).
  Arrived in Guiana 24 March 1840, as the
  "Cultivation attaché" of the Paris National
  Museum of Natural History. From 8 September
  1843, he was given the task of developing land
  settlement. He was put in charge of the Quartier
  de Mana and drew up a land settlement project
  for the Maroni. On 23 August 1857 (Pierre, P.,
  1982), he was appointed Governor of the penal
  colony on the Maroni (Saint-Laurent-du-Maroni
  penal colony) by Admiral Baudin, the Governor
  of Guiana. Mélinon was not, as has sometimes
  been noted, Governor of all the Guyanese penal
  colonies, but only of the Saint-Laurent-duMaroni
  colony. There were other penal colonies
  in Cayenne, the Safety Islands, along the
  Oyapock, etc. Mélinon founded the township of
  Saint-Laurent-du-Maroni and remained
  Governor of the penal colony until 1877. On 13
  May 1860, responsibility for running the penal
  colony was transferred from Cayenne to SaintLaurent-du-Maroni.
  Mélinon was a
  correspondent member of the National Museum
  of Natural History in Paris.

  NOTE 2: Aptroot gives anno 1896 as the date for
  a Mélinon specimen: this is probably the date
  that the specimen was recorded in the herbarium
  of the Cryptogam Laboratory (PC)
