Species Description - Plants medium-sized, to ca. 15 mm tall. Leaves flaccid, 4-5.5 x 0.5-0.75 mm, acute to obtuse-apiculate, vaginant laminae ± equal; margins often serrulate above, entire below, limbate on all laminae with limbidia confluent at leaf apex, 3-4-stratose; costa subpercurrent to percurrent (and confluent with limbidium); cells quadrate to hexagonal, 20-40 x 14-19 µm, smooth.

Discussion
In the field F. flaccidus may be distinguished from F. palmatus because the latter tends to have its stems lying ± prostrate, appressed to the substrate, whereas in F. flaccidus the plants are more erect.

Along waterways, uncom¬mon, ca. 200 m, on flooded soil or rocks submerged in streams.
